December 8 Tribal Consultation on Build America, Buy America Act

Description

Build America, Buy America Act applies a new purchasing preference for American-made products that could significantly impact Tribal infrastructure projects under certain FEMA grant programs. It provides that “none of the funds made available for a Federal financial assistance program for infrastructure may be obligated for a project unless all of the iron, steel, manufactured products, and construction materials used in the project are produced in the United States.”

FEMA’s Grant Programs Directorate will host the Tribal consultation to gather additional feedback from Tribal leaders to inform FEMA’s implementation of BABAA policies and procedures in order to better serve Tribal Nations. Farmer (Deputy Assistant Administrator, Office of Enterprise Grant Services @FEMA's Grant Programs Directorate) Robert “Bob” A. Farmer assumed the role of Deputy Assistant Administrator, Office of Enterprise Grant Services for the Federal Emergency Management Agency (FEMA) in July 2022. A career member of the Senior Executive Service, Mr. Farmer leads an organization that is responsible for providing all FEMA grant programs with consistent guidance, processes, tools and systems to achieve effective internal controls, meet federal financial management requirements, standardize grant management practices across the Agency, and guide program offices as they promote and enforce compliance with applicable grant administration laws and regulations. Mr. Farmer has been with FEMA since 2007 serving in multiple leadership positions. Prior to joining FEMA, Mr. Farmer served for 26 years as an Officer in the U.S. Coast Guard where he gained extensive incident management and emergency response experience.
